Executive Summary This study evaluated alternative options for carrying out maintenance of the CT-scan in Ramallah hospital.
Three options were considered:
a) An arrangement with an agent company whereby the latter repairs the equipment on a case-by-case basis. The company will do no preventive maintenance in this case. This is the existing arrangement for CT-scan maintenance at Ramallah hospital.
b) An annual maintenance contract with the agent company Under such a contract, the company will perform all preventive maintenance and repair work, in return for the payment of an annual fee which is based on a percentage of the total value of the machine (typically 8-10 percent);
c) Developing an specialized engineering department within the Ministry of Health, whose staff are welt trained and capable of undertaking all preventive and curative maintenance for the CT-scan. In effect, this last case requires the Ministry personnel to take over all the functions of the agent company as discussed under option (a) with one exception. The Ministry will have
to independently buy spare parts and testing equipment, a function that would otherwise have been undertaken by the agent company.
Our main conclusions are the following:
1. Maintenance options that rely on private full maintenance contracts with agent companies or the development of a well trained staff within MOH facilities are likely to be cheaper than the existing payment-for-service arrangement with a private maintenance company.
2. A private full maintenance contract may turn out to be better than developing capacity for CT-scan maintenance within the MOH given the role of incentives in maintenance work.
